This is from a collective bargaining agreement from the Republic of the Congo
It mentions three "collèges": "exécution", "maîtrise" and "cadre".
Some sort of trade union classification.
Any ideas.
In a related question, managerial, supervisory and implementation corps was suggested, but so far I haven't been able to document this. Basically, this appears to refer to pay scales.

neutral  Catharine Cellier-Smart: in trade union terms a chapter refers to a local branch of a union, which could very well be composed of executives, supervisors and manual workers. Doesn't fit here // also "exécution" in this context = manual workers, not executives
