I have closed this question without grading because, after due consideration, I feel that the comment made by rkillings in this discussion is the most relevant and, therefore, that the obvious translation is probably the most pertinent. Many thanks for those that contributed answers.

To rkillings: It seemed to me late yesterday afternoon that using "the nature of things" would sound a little odd in English, but having taken on board your comment this morning, you may well be right - sometimes the obvious translation IS the best one!

No translation that goes out of its way to avoid mentioning "the nature of things" can do justice to this bit of text, which clearly alludes to a preoccupation of philosophers from Aristotle to Descartes and beyond. (Philosophy is big in France, if you hadn't noticed.) Isn't this statement taking a position on one side of the rationalism vs. empiricism divide?

Phil, in answer to your question, the text quoted is one of the "Notes méthodologiques" in its entirety. FWIW, this is the sum total of these notes, which appear in a box near the start of the document, which a statistical survey of exchange rates, wagebills, GDP, etc. for Luxembourg:
