I am translating a text regarding employment/unemployment and am not quite sure how "en mesures" should be translated. The relevant part of the text reads as follows:

"Jusqu’à la fin de 1997, une partie des personnes “en mesures” ont été incluses dans les DENS (demandes d'emplois non satisfaites), ce qui a conduit à une surévaluation du chômage".

As in, "people on employment programmes". The context of your sentence sent me in this direction, then some googling made me think it's probably "en mesures pour l'emploi". See, for instance, this mention on the Global extension of social security website (see link below), when referring to Luxembourg (which is the country your text is referring to no?):

"Demandeurs d'emplois résident indemnisés
Total demandeurs d'emploi indemnisés + personnes en mesures pour l'emploi"

So I think it is referring to people who are on one of those government programmes for finding work/getting back to work (or just covering up unemployment figures!) and who were counted in unemployment figures but 'should not' have been...

En 2007, le nombre de personnes engagées dans une
mesure pour l'emploi a baissé de 6.2% (245 personnes),
après des progressions de 0.9% en 2006 et 5.4% en 2005.
Cette baisse s'explique en partie par le remplacement des
CAT et des SIE par des CAE et des CIE. En effet, il y a eu un
vide entre la disparition des CAT et les SIE depuis le
second semestre 2006 et la mise en place des nouveaux
contrats (CAE et CIE) à partir de juillet 2007. Ainsi, les
premiers notent une baisse de 385 personnes en 2007 (-
22%), alors que les deuxièmes n'augmentent que de 128
personnes (+100%). Pour les autres mesures, on note une
légère hausse (+0.5% en 2007).
Au total, l'on comptait 13 356 demandeurs
