I am translating something promotional advertising the perks of moving to a particular country but I am unable to find a suitable translation for "vivre et habiter" as they usually both translate as "to live" in English.

My sense of what is being expressed is that is has to do with LIVING, not just having an address... to LIVE and INHABIT, but that is too awkward. There may be a better turn of phrase out there, but I think you'll need to go beyond a literal translation here and go for the underlying meaning, with a promotional tone in mind.
