  -> Thanks. "Upcoming" is really more the language of estate agents than either fashionistas or high society. Estate agents are, in my experience, more interested really in money and understand little about fashion.

I agree with Jeux de Mots that the writer most likely meant "up-and-coming" and not "upcoming." I do not necessarily think the phrase implies that the neighborhood is undergoing improvements, which is why I have posted a separate entry instead of agreeing with that one.
