Explanation:
I think everyone in my generation learned in school that this is incorrect for written English but since people use it in oral speech sometimes it ends up in text either because someone is using an oral style or because it's a transcription of a talk. Standards of writing have changed also so perhaps now it would be considered correct if stylistically problematic.

In any event, I think you can just leave it out and render "We have a perceptive capability", etc. Or perhaps substitute some other introductory word that connects the two sentences. "For" (ибо) which may be too high of a register.

Normally, the introductory elements are separated by a comma from the rest of the sentence.

Seems, the author likes to put introductory elements in each sentence.
