This terms comes from an internal corporate memo regarding the possibility of company offices being subject to investigation by anti-trust authorities. The term occurs in the section on what to do if inspectors arrive at the office with a search warrant.

CONTEXT: "Each investigator will be assigned a company “shadower”. This will usually be a lawyer from the legal department, or from a law firm instructed by the company. Work with the company shadower to keep a full note of everything that happens (where the investigators go, all questions they ask and answers given, which documents they look at, any points of dispute, etc.). The company shadower will prepare a schedule of documents which are seized or copied. You should flag to the shadower any document which you consider to contain commercially sensitive information."

Por el origen de la palabra shadower, "alguien/algo que produce sombras" también "protector" encaja. El idioma inglés es de significados intuitivos, de percepción, por eso es que a veces es difícil encontrar la acepción correcta literalmente.

Explanation:
Propongo "fedatario", ya que se trata de una persona cuyo trabajo es acompañar para comprobar lo que se hace, lo que se investiga, qué documento se copian... ojo con no añadir el adjetivo "judicial". La función de algunos fedatarios judiciales es comparable a la descrita en este párrafo pero llamar al "shadower" "fedatario judicial" sería como llamar al piloto "chófer de avión". No porque le rebajemos la categoría, si no porque pertenecen a ámbitos ligeramente diferentes aunque los dos se dediquen al transporte.

Si "fedatario" te resulta un término demasiado jurídico pese a todo, creo que "observador" es más neutro y guarda prácticamente el mismo significado, aunque considero que "fedatario" se ajusta más porque, además de observar, da fe de lo que ha ocurrido durante la investigación: lo que diga el shadower va a misa.

Por supuesto, esta persona daría fe únicamente a su empresa pero su fe no tiene validez fuera de ella, al menos según la información del fragmento de texto que tenemos aquí.
