Geachte heer Cos, De term "IB tekst" stamt uit de tijd dat een registratiedossier dat wij als firma bij de Nederlandse autoriteiten (het College ter beoordeling ven Geneesmiddelen) moesten indienen, op een andere wijze was opgebouwd. De door u genoemde tekst, die nu de Samenvatting van de Kenmerken van het Product (SmPC = Summary of Product Characteristics) heet, werd toen opgenomen in Deel I, achter tab B. Vandaar, "IB tekst". Zo bevatte deel I-A het administratieve aanvraagformulier, deel I-C de deskundigenrapporten.
Het formaat van de "IB tekst" en de "SmPC" is in de loop van de jaren veranderd, en zo is ook een dossier anders opgebouwd. De teksten van de in Nederland geregistreerde producten zijn terug te vinden op de website van het CBG (www.cbg_meb.nl) of van de EMA (de European Medicines Agency) voor de prodcuten waarvoor een Europese Handelsvergunning is afgegeven. Op de website van het CBG zijn de meeste teksten van de productinformatie al jaren in het formaat van de SmPC: mogelijk is er nog een tekst in het oude formaat, voor een oud product, dat niet geactualiseerd is.

I've contacted the medical body concerned, asked what it is, so hope for an answer, but, I know that it means what I have stated here, because I've checked it out, back to front. It is the 'product characteristics', as included in 'part IB' and those characteristics, are a long list of official things, so, it's not just an any-old -thing concern, it concerns instead, law, and seeing as how it is medical, it is serious and precise. Each medicine in the Netherlands has this IB-tekst, by law. And without it, the medicine or product cannot be put on the Dutch market. The product must comform to the rules included in the text IB= regulatory Dutch summary of characteristics (according to law)
So, in short, it concerns the characteristics, and you can look these up as to what they are, by looking at the link I provided, because it specifies exactly, in official lingo, what each part entails. The IB element, is just part IB, section IB.
Not bijsluiter. In many Dutch texts, they mention them separately: 'ib-tekst en bijsluitertekst'. See second suggestion in link below. I don't know if they're synonyms or not. I'm not a pharmacist. But in the reference below, it seems that IB tekst and bijsluiter are two different things. They say that the IB tekst forms the basis of the bijsluiter. So I'm wondering if simply translating it as 'information leaflet' will do...
