Explanation:
In Argentina - it happens in Italy as well - a number is put on office stamps and seals. I actually had one a Commune di Roma document today. That is the "aforo". The "aforo" I suspect some from the line-seating number concept in public theaters, and in lines of bureaucratic desks, each desk or guichet would have its own seal/stamp with its own number on it.
