Fait référence je pense aux ordonnances rendues par un juge seul, sans audience (dans son cabinet = in his/her office) vs. à l'issue d'une audience, dans la salle d'audience (= in the court room).

Cas où de telles ordonnances sont possibles : ordonnances de non-lieu, de référé (mesures urgentes en attendant un jugement au fond (on the merits)), mesures prises pendant l'instruction d'une affaire (enquêtes), p. ex. désignation d'un expert comme en l'espèce semble-t-il...
