Rahmenvertrag = framework agreement, confidence level 5

Abruf = request, but you can opt for other words.

Anyway, 'outline agreement' is deffo wrong as is any other expression for 'Rahmenvertrag'.

And 'release' is also wrong - 'Abruf' is about someone ordering a part-delivery of goods and services set out in a framework agreement. I have translated many many framework agreements..
