Dokument, das verwendet wird, um vom Lieferanten einen Teil der in einem Rahmenvertrag festgelegten Gesamtmenge oder des Gesamtwerts von Waren oder Dienstleistungen anzufordern.

Example
Types of release include:
• Release order issued against a contract
• Forecast delivery schedule issued against a scheduling agreement
• JIT delivery schedule issued against a scheduling agreement
In addition to being a generic term for ordering against established longer-term purchase agreements, the term "release" is used in MM Purchasing for approving planned expenditure. For example, the release of a purchase requisition gives Purchasing authorization to issue RFQs or order materials.

Explanation:
Rahmenvertrag = framework agreement, confidence level 5

Abruf = request, but you can opt for other words.

Anyway, 'outline agreement' is deffo wrong as is any other expression for 'Rahmenvertrag'.

And 'release' is also wrong - 'Abruf' is about someone ordering a part-delivery of goods and services set out in a framework agreement. I have translated many many framework agreements..
