From a list of specifications for a fire protection sprinkler system for Mexican industrial plants:

"El dique debe ser diseñado para contener todo el volumen del tanque diesel más 2” (5 cm) de libranza."

I understand the idea of "libranza" in this context, but am at a loss for the best English equivalent.
