Any suggestions for the above term from a human development report? Does this mean school performance, perhaps? Se observa que en el resto de los países los rendimientos de la educación son menores... La pobreza disminuiría si la población obtuviera de la educación los mismos rendimientos...

We would need more context to see what they are actually measuring here, but if deals with the impact of educational achievement on poverty then it's not just "performance" on in-school grades, but the results, fruits, outcomes, in the world outside school. UNDP talks about "capabilities" resulting from education that contribute to development.

I would be tempted to rephrase because using nouns, as in Spanish, you may slightly blur the picture

In the other countries the results obtained from education/schooling are not so good. Poverty would recede if the populations concerned were able to get as much out of education (derive the same benefits from)
