I also saw the ref that Travelin Ann found and now think that it is probably just a garment rail used for hanging clothes that have been tried on, prior to their being sorted and put back onto correct hangers for return to their original display location.

Asker: Thank you. In this case it seems to have been a rack to store empty hangers at the check-out (when they ask if you would like to keep the hanger and you say "no") or in a clothing preparation area. We ended up calling it "hanger rack".

Asker: Thank you. I was finally able to consult some translators who were working on the same text for other languages. It seems to be a rack to store a supply of EMPTY hangers either at the check-out or in a clothing preparation area, so I called it "hanger rack".
