Hello,
This comes from website material giving information on a Master's degree in communications. I think I know what it means, it seems that the degree is actually awarded by another university than the one in question thanks to a partnership arrangement. However I'm not sure whether "in partnership" covers it.

inter-university agreement

Explanation:
An inter-university agreement concluded in 2007. The agreement relates to the Erasmus Mundus International Masters in Economy, State and Society with reference to Eastern Europe. Students spend their first year at UCL SSEES and their second year at the partner university to receive a joint degree upon completion.
