I found the term "reach of neck" in a Belgian canine glossary, but would like to confirm whether this term is also used in horse breeding.

As Bashiqa has indicated, the set of a horse's neck is mainly about the angle with which it meets the shoulders, also about depth.

or: well set-on head. This is not my field, so low confidence level, but the glossary you mention also says:
encolure
neckline, refers to set-on and carriage of neck, and is also used in connection with length (reach) of neck

Since the adjective is 'belle' rather than 'bonne', I feel this refers to quality (of neckline) rather than quantity (lenth of neck). Good support for horse(s) + "well set on"
