La directrice d’une école a dit qu’une jeune étudiante a intimidé d’autres étudiantes. Les parents ont fait une liste de leurs inquiétudes envers le comportement de cette directrice. Cette liste contient une pointe qui consiste seulement des mots « drapeau rouge ».

The meaning of this point is completely over my head! Can anybody provide any insight?
The only red flag I can think of is a penalty in football.
