Would really appreciate your input. Thanks! Was thinking about "building on", but cannot seem to incorporate it in the sentence.

This is a suggestion off the top of my head, made in haste. I don't have time to see whether it is used or not in academic institutions. The intention is to designate a programme which moves forward but is nevertheless connected with what has come before.

By definition:

curriculum = the aggregate of courses of study given in a school, college, university, etc.; a group of related courses, often in a special field of study; course of study, programme

This inherent "aggregate" and "related courses" aspect addresses the "voortbouwend programma".

"over de jaren" is temporal, which in the education sector can be more adequately addressed with "cumulative", since it most often refers to the accumulation "over several similar periods/blocks of time", be they semesters, years, or 6 week grading periods (for secondary education). I don't think this is absolute, and it is borderline pleonastic given that it is often understood that a "curriculum" covers several years. I would presume you could omit this entirely.

This also sets you up for a very elegant inclusion of "differentiated"

"cumulative, differentiated XXX curriculum"

or simply

"differentiated XXX curriculum"
