On the very day Japan surrendered, 15 August 1945, responsibility for the whole of the territory of Indonesia was transferred from General MacArthur's headquarters in Manila to that of the British Admiral Lord Louis Mountbatten in Kandy (Ceylon), much to the alarm of the East Indies government-in-exile in Brisbane, where it was known that Mountbatten's forces, already responsible for the vast territory of continental Southeast Asia, were insufficient to assume additional responsibility for the Indonesian archipelago. Under these circumstances the only thing Mountbatten could do was to order the HQ's of the 16th and the 25th Japanese armies in Djakarta and Bukittinggi (Sumatra) to maintain law and order in their areas until somehow British-Indian units could be scrapped together to take over.
