call for tenders, contract to be awarded to lowest bidder Explanation: Having discovered that this formulation is Moroccan French and refers to Moroccan legislation that I can't be bothered to track down, my feeling is that this is, as I surmised in Discussion, referring to the fact that the contract will be awarded to the lowest bidder rather than to the best bid. -------------------------------------------------- Note added at 52 mins (2010-04-25 14:38:03 GMT) -------------------------------------------------- WRONG ON BOTH COUNTS: Not only was I wrong about not being bothered - curiosity always gets the better of me - but I was wrong about the principle: L’alinéa 2 §1 de l’article 16 du décret N° 2-06-388 du 16 moharrem 1428 says L'appel d'offres peut être ouvert ou restreint. Il est dit "OUVERT" lorsque tout candidat peut obtenir le dossier de consultation et présenter sa candidature. With the (conventional or) item-rate tender, the Employer prepares a bill of quantities giving the amounts of each type of work/material etc. required and the tenderer fills in his prices for each item and calculates the total cost. With a percentage-rate tender the Employer works out a cost for the project (by what means?) and tenderers say whether they can do the job "at par" or for so many percent above or below that price.
