I think the context makes it clear that "service" is referring to a staff member: the 3 points are followed by "3 personnes pour...".

And yes, it is ambigious, whether the percentage is "65% of" or "65% =", the clearest clue possibly being the high sums involved - surely 3,000 euros would be the full salary, and the waiting person would be earning 65% of it???

Sorry to bring up other elements of confusion, but:
- "service" can be used to mean "time worked" ( cat.inist.fr/?aModele=afficheN&cpsidt=3660994 ) and may refer to any position, so not necessarily for wait staff
- it isn't entirely clear (to me, anyway) whether the 3000 corresponds to the full-time salary or the amount to be paid for the part-time position...

Yes, the context shows that it's talking about full-time and part-time staff: a full-time manager, full-time waiting/kitchen staff member and part-time waiting staff member, with the percentages of a basic salary. I'm not sure if there is a set way of expressing it, but I'd be tempted to use something like:
- 1 full-time manager: 100% of €5,000 basic salary
...
- 1 part-time waiting staff member: 65% of...

Salaire de base is sometimes used to refer to a full-time salary; part-time pay is then a percentage calculated according the number of hours stipulated in the contract. (Must be quite a place to be offering such high salaries!)

I don't know if this helps any, this is the whole section:

• Effectifs :
o 1 responsable à 100% salaire de base 5000 Euros
o 1 service + cuisine à 100% salaire de base 4000 Euros
o 1 service à 65% salaire de base 3000 Euros
Total : 3 personnes pour un effectif de 265%

I am now thinking maybe the percentages relate to the hours worked, with 100% being full time.

Really hard to know what it's saying: maybe it would help if you posted more of the text, the bits on either side? Or any other bits that are vaguely similar?Section heading?
