agree  Walter Moura: acho que "previsto" neste caso seria "provided for" instead of foreseen

  -> Obrigada pela sugestão, também já encontrei essa tradução e concordo que também esteja correcta. só uma nota: verifiquei no google, em páginas U.K. e "foreseen and punishable" é mais recorrente (809) do que "provided for and punishable" (3).
