Explanation:
Azért nem fordítottam használatot, mert a használatnak megfelelő "use" igénybevételt jelentene és minden esetben be kell mutatni, s majd a külföldi hatóság eldönti, hogy lemásolja, megtartja vagy kijegyez belőle adatokat. A foreign adminsitration nem szerencsés, mert az administration szó esetében fontos hozzátenni, hogy milyen adminisztrációról van szó.

neutral  Ildiko Santana: Egyetértek, a "foreign administration" nem szerencsés választás, viszont a "to present" sem. Egy hatósági bizonyítvány nem csak "bemutatásra" szolgálhat, ez a fordítás túlzottan leszűkítené a lehetséges felhasználási módokat (az eredeti: "felhasználás")..
