Context: Un certain nombre de décisions de tribunaux nationaux ont provoqué la consternation, du fait que les tribunaux nationaux de l’Union Européenne utilisent le test des 3 étapes afin d’interpréter les exceptions et les limitations dans un champ assez réduit.
I am wondering whether to translate this more or less literally as "in a fairly restricted field" or less literally as "in a fairly narrow spirit" or similar. I favour the latter but am not sure.

I'd use this answer proposed by you. I guess the "champ" they are talking about is about trademarks, etc..
