Explanation:
Klein verschil in de nuancering, maar dit lijkt me hier gepast in algemene juridische taal.

Een beschikking wordt vastgesteld door een bevoegde rechter, in welk geval bezwaar mag worden aangetekend bij de bevoegde rechtbank. Als het een aanmaning betreft of aanslagbrief (bijv. Algemene Provinciebelasting), kun je ook bezwaar aantekenen bij de betrokken instantie (de deurwaarder als het bijv. om een beslaglegging gaat) of de bijhorende overheidsdienst (bijv. de belastingsdienst).

In zulke gevallen lijkt het mij gangbaarder om "file ... with" te gebruiken, bijv. "file an objection with the court". Eveneens, als je het woord "to" handhaaft (ipv "with") dan gaat het over een voorwerp/actie ipv een plaats. Daarvoor moet ik wel weten wat er na "bij" komt, maar een voorbeeld: "file an objection to the motion" of "file an objection to the (court) order" enz enz enz. De keuze is uiteraard aan jou.
