Nonetheless better way to explain the situation would be something like this....... 流し crime is a crime committed without plan but done by an ad hoc or at random manner. This can be a crime by a drifter or someone not belong to the community. Since your question sentence is negative (流しじゃねえ）, the crime is commited by someone who knew the victim. It was a premeditated crime. Premediated crime, if that is homicide (murder), is a first degree offense. If killed someone by a temporary rage, that can be sedond degree murder.
