This is in the Design Brief for a shopping mall. I assume this means some kind of internal zoning (types of retail/food court/etc) but I'd really like to find the proper term. "Blocking conditions" just doesn't do it for me.

Explanation:
You're right - in construction blocking has a specific meaning that is not related strictly speaking to laying out the building or dividing it into different areas.

This may work; my only concern with zoning is that the first meaning that comes to my mind is the meaning regarding legal use of the property (commercial, residential etc.) which doesn't seem to be the case here.
