the purpose of this law is to facilitate exercising of the citizens' right Explanation: Article 52: Everyone has the right to assemble for lawful purposes, in accordance with law. The State is obligated to facilitate the exercise of this right. Objections of conscience may not be invoked in order to evade compliance with law or prevent others from complying with law or exercising their rights. “the State is legally obliged to facilitate and permit the exercising of the right of freedom of association”.
