I am not sure that a ‘traffic state’ (?) would qualify for an award. ‘The word ‘traffic’ in English has a negative sense (e.g. heavy traffic, too much traffic, traffic problems, traffic congestion). Any award would be phrased in more positive terms, i.e. ‘transport’.

The correct order of elements here is: national/state/Austrian + transport + prize/award

You will also find some hits on the innofreight site and elsewhere for 'National Award for Transport Logistics'.
I would not recommend the use of 'logistics' alone for 'Verkehr' as the award would surely have been named the Staatspreis Logistik rather than the Staatspreis Verkehr.

To quote from the text published by the ministry awarding the price in question, “2009 soll der Schwerpunkt des Staatspreises Verkehr auf Verkehrssicherheit liegen”, i.e., the emphasis is to be on “traffic safety” (there’s a negative connotation for you). It could therefore be argued that the central topic is traffic rather than the much wider topic of transportation. Whatever you choose, mind the transport lights.

disagree  Lancashireman: According to your unreferenced source, the ministry decided that the focus of the National Transport Award in the year 2009 was to be on *road safety*. Sorry, but ‘Traffic Prize’ sounds absurd in any national context.
