The first thing that came to my mind, before you posted the context, was "sinews of the nation," but having seen the context I don't think they're using "forces vives" to mean sinews or backbone or lifeblood - they're just talking about including representatives of key (or leading) sectors (or segments) of society. Maybe you could just spell it out that way, if you're not keen on civil society or civic forces?

Among the answers that have been suggested in the past, I think "civil society" might work here (admittedly a somewhat nebulous term, but the context would make the sense in which it is being used clear)

You'll see by the footnote that it's not human resources but the people who have get up and go. I thought of driving force, but just wondered if you might not have a better idea.
