Para recoger el sentido de "unir" se podría decir: "aunar a la gente hacia un futuro mejor"
Pero para recoger los dos sentidos de "rally", habría que utilizar dos verbos diferentes en castellano: "unir/aunar e impulsar a la gente hacia un futuro mejor" o "unir a la gente para impulsarla hacia un futuro mejor" etc.
Sin embargo "rally" también se utiliza con el sentido único de "motivar" como en el siguiente caso:

Por si pudiera servirte, un término muy utilizado en el contexto empresarial es "alinear" (unificar los esfuerzos de todos hacia un mismo objetivo). Aquí sería algo como: "alinear los esfuerzos de la gente hacia un futuro mejor"
