I think you drift out of the required semntic field beyond the permissible degree: If the lab is big enough it may be managed by a specialist in business administration (I have encountered many such labs in my work). Besides even in small labs many professionals working there have nothing to do with managing them. You are shifting the hole meaning from the medical/biological, that is professional, to the administrative context. IMO it's not just a questionable interpretation of the text but plain wrong translation. Sorry...

In Italy, anyone with a Laurea, roughly an MA in the US or UK, is called dottore. So the dictionary as femme has noted gives this term. Some medical labs have non medical biologists, but not many, as the field is specific even here. On the other hand, often "staff" in laboratories are not degreed. This is possibly the source of this missive. The Senior "official" in any public health facility lab or other, outside of clinics, will always be degreed if not an out and out MD, who has completed all of his/her specializations and internships. Therefore a medical doctor is not to be excluded.

In this case, I strongly suspect the term refers to the graduate (usually a Scientist/biologist) responsible for the laboratory that ran the test(s). The standard way to refer to the treating doctor is "medico curante" or a similar expression.
