I am translating a short guide about the allocation of points to people applying for (re)-housing in the UK. Points are awarded according to housing needs, as determined based on the applicant’s circumstances. There are several priority bands, the higher the band , the more points are awarded. In my document, priority 1 band includes such housing need factors as:
‘Statutory Homeless’, ‘Domestic Abuse’, ‘Serious Harassment’, ‘Management Needs’, and ‘Medical – Danger/No useable house’.

I am not clear about those ‘’management needs’’. I‘ve consulted other documents, and come across the following definitions:

Management Transfer
- Where remaining in the existing home would endanger the life/lives of
members of the household. This relates to cases of violence, abuse,
harassment and hate crimes.


Management grounds
Additional points can be awarded by the Housing
Manager, to people who are experiencing any of
these problems:
■ Severe neighbour disputes involving violence.
■ Targeted violence.
■ Problems of a severe and sensitive nature.
■ Racial harassment.
■ Rehousing to prevent children being taken
into care.



MANAGEMENT REASONS
If you are an existing Council tenant and First Choice Homes would like you to move
e.g. to redevelop your home, you can be allocated 200 management points.



It would seem that the phrase ‘management needs’ is a sort of umbrella term for various special needs/circumstances. I am not sure, though.
Any help would be greatly appreciated.

My answer is based on my experience of 10 years working in English council housing management and another 10 working for English housing associations.

"Management needs" cover a range of issues relating to the good management, or facilitating the management of social housing. They can overlap with the tenant's needs. E.g. obtaining a transfer for a mentally ill tenant with delusions that the Queen lives next door and is persecuting her could not be justified on the basis of the tenant's needs. However, if that tenant's flat was just what was needed to accommodate a resident warden on an estate where half the flats were designated as sheltered housing, and if there was an available, equally good or better flat on a neighbouring estate that the tenant would like to move to, then "management needs" could be (and were) invoked to obtain a swift transfer. (Unfortunately, as was wholly predictable, Her Majesty moved in next door within 2 - 3 weeks.)

What you think is a definition of "Management Transfer" is not a definition at all, but a list of circumstances in which a housing department would recommend a management transfer. Also, bands are based on points, not the other way around.

As extra clarification: a "management transfer" would be used where the tenant did not qualify for a transfer, at that time, on the basis of points.

The management wants the tenants out of their present council property


Explanation:
I think this probably means, e.g. a couple with one child currently living in a four-bedroom house: the management has need of such a house to allocate it to a larger family, so the current tenants will have priority in being rehoused to a smaller place.

neutral  B D Finch: The grounds for the transfer you suggest would actually be "under-occupation", though this would certainly also be classifiable as "management needs". Your example begs the question of how the under-occupation came about, which affects the action taken .

agree  Tina Vonhof (X): Although I'm not familiar with the situation in the UK, this was my understanding as well. I think medical reasons could come into it as well, such as the need for a tenant with mobility problems to move to a house without stairs.

As:the lighting, the water supply,the heating, the rubbish collection, etc, everything that needs to run the house. I believe, it was mentioned, because no one seems responsible.
