cyclical outsourcing Explanation: 'temporary' vs. 'structural' would do, but 'temporary' is far broader than 'conjunctural' (which you would not say in English) and throws away an essential element of the meaning. Temporary outsourcing need have nothing to do with the state of the macroeconomy. 'cyclical' is fairly common in the context of outsourcing, but probably most of the time it refers to transitory outsourcing to handle peak demand. No reason it shouldn't also cover recession-induced replacement of in-house staff, if that is the context.
