Am not sure whether to translate "secundados" as "supporting/supportive" or something else.

Any ideas much appreciated.

It makes sense to me that officials would be seconded to other countries in an International Association...

Sorry it took so long to decide: I was waiting until the end of the document in case there were repetitions of the same phrase to be absolutely sure of its use/context! Thanks to everyone for their contributions. This was the answer that made absolute sense in the end. I checked with the author with regards to "officials" and its use was confirmed. It was EU related rather than UN so perhaps that's where the difference lies. Thanks again.

Asker: Thanks Richard, but no there's nothing at all after "secundados"; just the two words I've given sitting alone in a box in a table with more boxes!

It's not clear whether your text actually includes the word "funcionarios." If it does, the term used the United Nations system is 'staff' or 'personnel'. We never use 'officials'.

The term 'seconded' is used in UN organizations, especially those that use British English. I think it's more UK than US.

John Doe is 'seconded' from one program to work in another one for a specified period of time. Paperwork is processed. I worked in the DC office of WHO and the term was rarely used, but we knew what it meant. "On temporary assignment" was much more common.
