Ildiko may be right to suggest "alien to the system." I realize that rendszersemleges and rendszeridegen seem to suggest that the painter was distant from, or critical of, a particular regime or system, and if so it might be better to turn the sentence around and say something like "His paintings, which betrayed a noncommittal or indeed critical attitude towards the regime..."

However, the sentence does go on to say "pre- and post-1989 alike," which made me think that the painter was hostile not to one specific regime but to every regime, and that it might be possible to say he was "politically alienated."

But admittedly "apolitical" and "politically alienated" may be too broad insofar as they refer to all politics, whereas pre- and post-1989 are two different regimes but not all possible regimes -- there may well be a third system that the painter would embrace.

On second thought, I still think "politically alienated" might be apt: surely, most people would understand "politically alienated" to mean not that the person was alienated from all possible politics, but rather from the existing political system and the immediate political alternatives, which seems to be our painter's case.
