I wondered if the above refers to some stage of the bidding process or if it just means when the actual submitted bids are opened.

Or is there a word missing from the following sentence? "Les offres sont, avant l’ouverture des offres, soit envoyées par courrier (une lettre recommandée est conseillée), soit déposées à l’accueil du bâtiment du pouvoir adjudicateur."
