There may be an official EU or other term for it, but if so I haven't found it, and there may be a better way of expressing it in the asker's particular context.

Explanation:
reading thru the texst very carefully it seems that there are two development engines: bandi di filiera and tourism. Since the industria nautica is about boats and passengers I would presume that these two engines are the manufacture of carft and tourism. It may sound stange in Italian but I thibk this is the meaning
