So urgent was the need to get the dam built quickly that the government short-circuited the usual internationally accepted procedures for these kinds of massive infrastructure projects.

Usually, a government will first conduct a feasibility study followed by an environmental and social impact assessment to decide whether it really is wise to go ahead with the plan.

Then, it will raise the finance, call for competitive tenders and award the construction contract.

  -> Thank you for your comments. However, you are not correct in affirming that the word "competitive" is necessary in this context. In fact, you would commit a redundancy if you use it.

  -> You are right, Terry. It is not necessary to add "competitive" once an "invitation to bid" is always made to more than one supplier, who will be "competing" for the business. Therefore, using the word "competitive" in this contest is unnecessary.

agree  Bourth (X): Competitive procedure, not competitive tender/AW, shucks, just trying to stress that "competitive" qualifies "procedure" in the expression "competitive tendering procedure". Tenders are by definition competitive, procedures can be less so ;-).
