As for "stop movement," is is a term neither me nor my husband (who is a Staff Sergeant in the USAF" have ever heard; however, my husband thinks it could refer to an order that prevents military members from PCSing (Permanent Change of Station - being assigned to another base). "Stop Loss/Stop Movement Policy The Army has implemented a stop loss/ stop movement policy for all units deploying for Operation Iraqi Freedom or Operation Enduring Freedom. A stop loss/stop movement policy has been in effect for most units deploying to Iraq or Afghanistan for some time on a unit-by-unit basis under authority for a specific rotation. ... The policy prevents soldiers in deploying units from going to another assignment, leaving service at the end of their enlistment or retiring during the period 90 days before deployment, through the course of the deployment and for a period up to 90 days after the unit returns home.
