Explanation:
Although it sounds quite literal, it does throw up quite a few hits in Google. Alternatively "ice-strengthened" might be a neater way of dealing with it.

agree  hazmatgerman (X): With differentiation; ice-breaking strictly refers to surface ice that cannot be traversed by displacing but needs to be broken in situ. Ice-going is the lower class - roughly "eisverstärkt".
