Shukkousha (出向者) should be translated as 'Assignee' or 'Transferred employee (Transferee)'. A number of large multinational companies are using 'Assignee'.

If you are referring to Japanese practices, you have to be careful. 出向 (Shukkou) is defined as one employer's transfer of the rights on the usage of employees to another employer, per Chapter 625 of Japanese civil code. Transfer is normally supposed to be temporary but in some cases, permanent so that it is disputable in Japanese labor practices.

Secondment can be used in case the concerned employee has a date to return to the original employer.

In fact, Wikipedia has NO Japanese page on Secondment.

出向」は、今までの会社との雇用関係(雇用契約)を維持したまま、別の会社の業務に従事する人事異動です。

出向とは「従業員が自己の雇用先の企業に在籍のまま、他の企業の事業所において相当長期間にわたって当該企業の業務に従事すること」です(菅野和夫『労働法(第五版)』弘文堂358頁)。「在籍出向」「長期出張」「社外勤務」「応援派遣」「休職派遣」などと呼ばれることもあるようです。
 出向は、法的には「転勤」「派遣」「転籍」と全く異なります。転勤は単なる勤務場所の変更であって、労働契約の主体や従業員に対する指揮命令権者には変更がありませんが、出向の場合は出向先に従業員に対する指揮命令権が移転することが特徴で、有力説は労働契約の一部も移転するとしています(出向と派遣、転籍の違いについてはI-2参照)。労働契約の一部が移転し、従業員に対する指揮命令権も移転するということですから、出向が従業員の労働環境に大きな変化をもたらすことは明らかです。したがって、会社が従業員に対して出向を命じる際には慎重な態度が必要となります。
