"Mauvaise qualité de communication en émission/réception et avec/sans kit main libre (problème de son, grésillement, rupture, hachure…)"

Can anyone please help with the correct translation of "hachure" here?

Both "choppy audio" and "voix hachée" seem to be related to jitter and packet loss issues in VoIP. I cannot find a definite reference, though.
