Uitgeloot studie medicine.

Uitgeloot comes from uitloten, which translates into Select or Elimination by lottery. Select, in my opinion, implies that a student was somehow chosen........so elimination by lottery makes better sense in this case. Medical Science degree/programme, eliminated by lottery?

agree  peterstrik: I think you're on the right track here - however the document you refer to mentions that "you HAVE not drawn a place" for a fixed quota study course / an educational institution with an institution quota (my capitals).
