The shifts were on a rotation of 21 hours on, 63 off Explanation: In English it would be more common for your hours worked to come first, followed by hours off. Also, I think that rotation covers the cyclical nature of the schedule – I didn't much like turnover system as given by Garzanti, but the turning nature of it should probably be retained.
