My hunch would be that there is a schedule for the building works which requires the shut down of some facility in order for the works to proceed. But of course context (as requested by cjguy) would help a lot. By the way, what answer did you find for FAO-kwesties? A discussion post in a case like that where you withdraw the question would nevertheless be nice just in case anyone has actually spent time wondering about (or heaven forbid researching an answer to) your question.
