Explanation:
Côte de seuil is used in reference to the risk of flooding of buildings, so you're probably looking at a "minimum floor elevation", i.e. its height above the ground line at a particular point so that under defined conditions the water level will not rise above it. I imagine anyone is free to build higher than that level (within other restrictions" but would be unlikely to since that would engender greater cost.

Don't know of a consecrated term for this.
