Sorry not to come back to you before (busy, busy!), two things which come to mind. First of all, the sentence appears to be using the past historic, which is odd for a business document, I agree, so the answers should reflect that. Second, the M.O (who could well be a person) seems to be passing on to payment to someone else here, rather than actually paying himself. If the non-reflexive form of "liberer" had been used, I would agree with you 100% though...Perhaps the next part of the sentence would help.

neutral  Julie Barber: Hi Rebecca, I think that discharged could perhaps work for a debt but not making a payment. Also we don't know that it's a man - the "lui" will just be standard French for the "Le Maitre d'Ouvrage" (probably a company not a person)
