Spanish term or phrase: no se encontraba bien para venir para acá

I am checking a tape recording of a customs interview in which a lorry driver is explaining why his employee could not drive the lorry so he had to do it himself. Earlier on in the interview he says "se encontraba mal" and goes on to say that the driver needed a visa to get to England, and later on says the above phrase. The interpreter in the interview translated it in both cases as "he didn't feel well", which I think would have been my instinct too, but what I want to check is whether these phrases could have meant that he was not in a position to go to England rather than not feeling well. I hope this makes sense, please ask if any questions! Thanks.

I would say the meaning of the expression is "not to feel well" in this case. That's how I interpret it, at least.
