Japanese term or phrase: 作動が重い

（人Ａ）ラックプレートは取り付け・調整がきかないため、組み付けると作動が重くなってしまいます。

（人Ｂ）ラックプレートのバカ穴で外から調整できるように再検討します。

I saw 作動が重い・軽い on a Japanese website, but I am not really sure what this means. Any insight?

movement feels heavy (stiff)

Explanation:
Ms. Tanaka is correct in that it moves slowly, but it really means that it's harder to move. I've heard the guys on the floor call it "heavy movement", so that would be acceptable, although "stiff" may be a better translation.
作業性が悪い means it is awkward or difficult to assemble (to actually DO the work), referring to the operator's work, not the product's functionality.

Both "slow" and "sluggish" refers to the speed at which something moves, but 重い refers to the force required to move it.

Thanks. It is small differences of nuance here, but I agree with Tina that it's talking about how it feels as opposed to the machine itself operating slowly in terms of fast or slow.
